Form I-130 the petition of eligibility for a relative is usually the first part of the process used by a U.S. citizen or a permanent resident to start the U.S. immigration process. The I-130 is the form used to demonstrate that the beneficiary qualifies for an immigrant visa if the purpose is to complete a consular process, or that the beneficiary can adjust status in the United States. In most cases, an applicant must wait until USCIS has approved the Form I-130 submission before moving forward with the process. 

 However, in some cases, when the applicant is already living in the United States, it is possible to file Form I-130 together with Form I-485 and the rest of the Adjustment of Status petition.
